I got around to testing it! can report that this:
protontricks --command="wine path/to/VRCVideoCacher.exe" 438100
works without much fuss…

Just wanted to follow up on this issue I was able to get it working on the same proton wine prefix and vrchat. Did that end up working out for you?

If anyone else has a similar situation: it turned out that my working DNS was substituting the addresses of api.github.com to bypass regional blocks…
